Covering work and structural work have different requirements
The city’s building FAQ says a roof permit is required when decking or structural components are replaced. Removing old shingles and installing new covering on sound decking does not by itself meet that stated trigger.
Decking is the sheathing beneath the covering. Some condition can be assessed before work, while concealed deterioration may become clear during tear-off. A proposal can explain that possibility and how any needed change will be handled.
Where the scope can change
The condition and proposed work decide which of these applies. Extra shingle layers increase removal work but do not, by themselves, prove the decking must be replaced.
- Shingles and flashing
A covering repair can stay within the city’s non-permit roofing scope. The roofer still needs to follow applicable code and product requirements.
- Deteriorated decking
Replacing sheathing reaches the city’s stated permit trigger. The roofer should account for the repair and required permit process.
- Damaged framing
Rafters, trusses and other structural repairs need the appropriate assessment and permitting. Do not treat structural damage as an ordinary shingle patch.
- An unsuitable substrate
Board spacing, deterioration or other substrate conditions may require work before the new covering can be installed. The remedy depends on the assembly, not simply the age of the house.
Old shingles come off before new shingles go on
Sand Springs’ published FAQ says the code allows one layer of shingles above the decking, so old roofing must be removed before new roofing is applied. This belongs in the replacement scope rather than appearing as a surprise halfway through the job.
The city lists the 2018 code series as adopted through the Oklahoma Uniform Building Code Commission. State code changes are scheduled for September 14, 2026, shortly after this page’s review. For work scheduled across that date, the roofer should confirm the governing edition with the city.
Permit questions before the job starts
Who applies for the permit?
Have the roofer identify who will apply, pay the applicable fee and arrange any required inspection before work begins. Permit responsibility belongs in the agreed scope, particularly if concealed damage changes the work.
What is the permit fee?
The city sets the fee according to the work and its fee schedule. Confirm the current amount for the actual roof scope with Neighborhood Services. A generic remodel fee should not be presented as the price of every roof permit.
Does a permit guarantee the roof or its warranty?
No. Municipal permit and inspection requirements are separate from the installer’s workmanship terms and a manufacturer’s product coverage. The roof warranty guide explains what each is intended to cover.
How do I check an Oklahoma roofer?
Use the Oklahoma Construction Industries Board verification service to check the company’s current registration and relevant endorsement. Match the name on the proposal to the record. Registration is a legal requirement, not a guarantee of every project outcome.
Can a permit affect the schedule?
Yes. Application, required review, inspections and a change in scope can affect sequencing. The roofer can plan those steps around the work; a permit should not be assumed instantaneous or irrelevant to the start date.
